Notice of Meeting Change of Venue & Time

The Hudson Essex Passaic Soil Conservation District is a division of State government, organized under the New Jersey Soil Conservation Act, NJSA 4:24-1 et seq. As a public subdivision of the State all board meetings are subject to public notice and open to public attendance. As such, the Board of Supervisors meeting regularly scheduled for Thursday November 2nd, 2017, will be held at 4:00 p.m. at The Rutgers Eco-Complex, 1200 Florence-Columbus Road, Bordentown, NJ  08505-4200. The Board may enter into a closed Executive Session to discuss legal and /or other confidential matters.

Please contact the HEPSCD District Office at 862-333-4505 prior to attendance to verify the public meeting remains on the schedule.

2018 Conservation Poster Contest Announced

The theme is “Watersheds: Our Water, Our Home”. Download the poster contest brochure here. The deadline for submittal to the HEPSCD is February 28, 2018 (postmarked or delivered).

The District will forward the best entry for each grade level to the state contest for competition.

Poster Evaluations National Poster Contest entries are reviewed by judges. The posters are evaluated on the following criteria:

Conservation message (50 percent) (Poster uses correct theme)

Visual effectiveness (30 percent)

Originality (10 percent) and

Universal appeal (10 percent)

Also taken into consideration artwork is completed on poster is that of participant (unless noted on entry form)

Nominating Committee to Meet May 9, 2017






Take notice that the Nominating Committee meeting of the Hudson-Essex-Passaic Soil Conservation District will be held on Tuesday, May 9th, 2017 at 12:00 noon at 80 Orchard Street, Bloomfield, NJ.  Nominations will be accepted for two qualified individuals to serve as volunteer Supervisors of the Soil Conservation District for a three year term running from 7/1/2017 to 6/30/2020.  Successful nominees will be submitted to the NJ Secretary of Agriculture for confirmation.  Each NJ Soil Conservation District is a special purpose public governmental entity with operations carried out in close coordination with the State Soil Conservation Committee, NJ Department of Agriculture.  More information may be found at

Updated District Notes

District Notes have been updated to reflect the 7th Edition of the NJ Standards for SESC & new District contact info. Plan submittals will be evaluated during review for compliance with the current edition of the NJ Standards. The District’s Notes must be on the plan and have specific information relevant to the 7th Edition of the Standards, along with the District’s current contact information. Permit Extension Ending – how to proceed

The Permit Extension Act has reached the end of the extension period. District certifications which were extended under the Act will expire on June 30, 2016. Project owners MUST contact the District in order to renew (extend) for another 3.5 year certification period. Letters are currently being mailed to the owner of record. If you have not yet received your letter, and no changes have been made to the most recently approved certification. you may complete the Request for Recertification and submit it to the District.

Minor revisions shall be submitted during the recertification process. Please note that if your plan has been revised it MUST meet the current NJ Standards for Soil Erosion & Sediment Control (7th Ed, 2014), and must include the current HEPSCD Notes (available for download from the Forms tab of this website).

Major revisions (including but not limited to change in use, scope or plan designer, and as defined by N.J.A.C. 2:90-1.2) to a project will instead require a new submission of a new application package to include completed Ch. 251 application, appropriate fees, and signed and sealed SESC plan. A new NJDEP Stormwater Discharge Permit (5G3, formerly “RFA”) will also be required where applicable.

2015 NJACD Award for Outstanding Developer

The Hudson County Improvement Authority was selected by the NJ Association of Conservation Districts for its 2015 Outstanding Developer award for the construction of the 9-hole Skyway Golf Course on top of a former landfill.

This project increased public access to sixty-five acres of previously unused and inaccessible public property by the creation of the first (and only) public golf course in Hudson County. A public waterfront walkway runs along the west edge of the golf course. The design of the course incorporates native vegetation and a tidal pond that will support the recreated wetlands, transition area, and golf course.

The design engineers, PS&S, and developer, the Hudson County Improvement Authority, worked cooperatively with the Hudson Essex Passaic SCD throughout all phases of the six-year project including dredging, surcharging, grading, construction and final stabilization.
