Please note that we are accepting deliveries in our outside drop box. To ensure delivery, request packages be left in  or next to the box, no signature required. Use of Certified Mail is not recommended due to the signature requirement. 

As of April 1, 2022 the office is no longer closed to the public, and application packages will be accepted in the lobby or via delivery to the 24/7 outside drop box. Meetings with staff are by appointment only.

Effective March 14, 2022, masks and face coverings will no longer be required for state employees, customers, and visitors indoors in all state executive branch offices and buildings during periods of low or medium community transmission when the Centers for Disease Control and Prevention’s (“CDC”) COVID-19 Community Transmission Level is low (green) or medium (yellow). However, masks will be required in state executive branch offices and buildings during periods of elevated community transmission when CDC’s COVID-19 Community Transmission Level is high (red).

Regardless of the COVID-19 community transmission level, employees returning during days 6-10 of isolation or quarantine shall still be required to wear a mask. Although not required for other individuals, any employee, customer, or visitor may choose to wear a mask.  For example, the following employees, customers, or visitors may wish to continue to wear a mask: those who are immunocompromised or live with persons at high risk for severe COVID-19 illness; those individuals who are concerned about disease transmission; and those individuals participating in activities or settings with an increased risk of transmission.

Welcome to the Hudson Essex Passaic Soil Conservation District

The Hudson Essex Passaic Soil Conservation District, serving three counties, is a special purpose subdivision of the State of New Jersey Dept of Ag:Division of Ag & Natural Resources. HEPSCD is one of 15 soil conservation districts in New Jersey empowered to conserve and manage soil and water resources in cooperation with the State Soil Conservation Committee. The District addresses stormwater, soil erosion and sedimentation issues that result from land disturbance activities (primarily construction). District certification of plans for qualifying projects is a prerequisite to local construction permits. The mission of the New Jersey Conservation Partnership is to provide leadership in the planning and implementation of natural resource management programs for the agricultural and development communities and the general public through a locally based delivery system in coordination with local, state and federal partners. Hours of Operation

The District Office is open from 8 a.m. to 4 p.m. Monday -Friday, excluding State holidays.

Accepted Forms of Payment: The District accepts checks or money orders. We cannot accept cash or credit cards. Please make checks payable to HEPSCD.

Please note that USPS certified mail can not be accepted outside of business hours & use of this method will delay or prevent delivery.
